Justifications

In legal terms Patents are not natural rights but statutory rights. They were instituted by the state by a patent law as an incentive system to pursue a certain public policy objective. They are governed by a territorial principle.

All balances in the system favour patent applicants which the offices regard as their clients whereas the public interest has no advocate.
